The Plan
On
April 27 1998 an article written by Craig B. Chandler the National
President of The Progressive Group For Independent Business
(PGIB) was published in the Calgary
Herald entitled "All small 'c' conservatives should carry two cards"
Mr. Chandler it seems was very accurate in his analysis of conservative
unity.
Below are some excerpts from the article in question:"Unity is based
solely on sound principles and policies."
"Forget the leaders, including Preston Manning, it is up to the
grassroots. My advice to ensure victory of the right is not worrying
about which party survives in label, but by ensuring the policies
of "less government and fewer taxes" survive. The way to survive
is for all small 'c' conservatives to carry two cards."
"This means all Blue Book Reformers (real Reformers) should
keep their Reform membership, but also take out a federal Tory membership
to steer Tory policy at your constituency level. It also means all
blue Tories must join the Reform Party of Canada to accomplish the
same objectives."
"Principles and policies are more important than egos."
All the other initiatives to Unite The Right in Canada have been
based on leadership and personality when all Canadians ever wanted
was sound policy as a reason to support someone other than the governing
Liberals.
Our plan is policy based and is as follows:
Interested Canadian Alliance members can sign up to the Federal
Progressive Conservative Party and Federal Conservatives can sign
up to the Canadian Alliance Party. Also members from both parties
can Join
Our Team and help us bring conservatives together for $64.20.

With the PGIB backing Craig Chandler's bid for leadership of the
Progressive Conservative Party of Canada in the recent 2003 leadership
race, much of our the www.2cards.ca plan was fulfilled.
Afterall, the Canada first intiatives were adopted by the emmissaries
of the Canadian Alliance and the PC Party of Canada in the recent
merger talks.
However, we need to continue our efforts in order for both parties
to ratify the merger package. We will do this in the following ways:
- PGIB will hold a series of 2Cards joint policy
meetings with Canadian Alliance and federal Progressive Conservative
members across Canada. These joint policy meetings will be the
foundation for a united right in Canada.
- PGIB
members will interact in the policy processes at the local, provincial
and national policy conferences for the Canadian Alliance and
Federal Progressive Conservative parties.
- PGIB
members will get involved on the boards at the constituency, provincial
and Executive Council levels of both parties.
- PGIB
will host 2Cards hospitality suites at Progressive Conservative
and Alliance conventions whether they be provincial, regional
or national in scope.
- PGIB will use revenues from the 2Cards campaign
to physically and financially help merger friendly Members of
Parliament in the Canadian Alliance and Federal Progressive Conservatives
maintain their seats.

revenues will also be used to help potential candidates secure their
nominations. The www.2cards.ca objectives will be accomplished in
the following ways:
- A
National media blitz will occur
- A
mass faxing campaign will be launched
- A
direct mail campaign to various PGIB
contacts throughout Canada will be launched
- A
targeted telemarketing campaign will be launched
- A
series of 2Cards fundraising dinners will be launched
- Town
Hall Meetings will be scheduled throughout Canada
- Policy
polling to get the views and policy positions of grassroots Progressive
Conservatives and Canadian Allaince members.
